主人公・十字カケルは、未来生命体プレデイトの十人機関、十番目の存在ディケイドである。伝説の仮面ライダーの噂を耳にしたカケルは９枚のカードを空中にばら撒き…赤い光と化したカードはある男たちの前に現れる。光は再びカードに戻り、男達の「力」を吸い取る。そして９枚のカードはディケイドの地球侵略のために使われることとなる。ディケイドによる地球侵略が始まる。手には赤き古代戦士が映し出されたカードが…カードをカードリッジに通し、姿・力を反映させるディケイド。だが…電撃のように体中に駆け巡る、正義の魂。伝説の仮面ライダーたちの記憶がフラッシュバックする。その衝撃により記憶を失ったカケルは親切な家族に拾われ人間として生活を送る。そして「１０人目の仮面ライダー」として戦うのだ。
